Job Description:

The Central Land Council (CLC) is the Native Title Representative Body (NTRB) for the southern region of the
Northern Territory. As such, the CLC fulfils functions under the Native Title Act (NTA) in relation to the securing of
Native Title Rights for constitutions.

Job Responsibilities:

  • Assist PBCs in the CLC region with their compliance and reporting requirements under Corporations (Aboriginal and Torres Strait Islander) Act 2006 (CATSI Act), including organising required Directors’ and Member meetings.
  • Assist PBC directors and members in developing governance capacity in order to comply with their Rule Books (Constitutions), the CATSI Act, the NTA and the PBC Regulations.
  • Assist in the implementation and monitoring of Service Agreements between PBCs and the CLC.
  • As required, prepare draft resolutions for the CLC Executive for matters pertaining to the operations of CLC’s PBC assistance program.
  • Coordinate and monitor work plans of PBC Project Officer and casual staff undertaking logistical support for meetings and consultations, including notifying Members, Directors, Native Title Holders, organising transport and logistical support and catering as required.
  • Maintain PBC files, both electronically and hard copy, on behalf of the PBCs managed by the CLC.
  • Maintain a register of Indigenous Land Use Agreements (ILUAs) and Native Title Agreements concerning PBCs.
  • Provide advice to the Senior PBC Officer on the development and maintenance of appropriate and sustainable administrative processes and procedures consistent with the statutory obligations of PBCs and their objects and functions as outlined in their Rule Books (Constitutions).
  • Advise and assist Native Title holders with representations, submissions and proposals for funding, and other dealings relevant to the establishment, functioning and sustainability of PBCs to ensure they are able to meet their statutory obligations, objectives and functions in their Rule Books.
  • Where appropriate, and in consultation with other CLC staff possessing relevant expertise, assist PBCs in developing and undertaking commercial enterprises by sourcing and delivering business support information, and facilitating the provision of advice from business, taxation and accounting professionals.

Job Requirements:

  • Knowledge and understanding of Aboriginal society and culture and the issues affecting Aboriginal people in contemporary Australian society.
  • Well-developed organisational skills with the ability to work effectively as part of a team, under limited direction, set individual priorites, perform in difficult situations and respond effectively to new challenges.
  • Appropriate and relevant qualifications and experience in community development, anthropology, education, legal studies or a related discipline.

  • Experience in the development and delivery of information for remote Aboriginal people, including the ability to explain complex information and concepts in a culturally and linguistically appropriate manner.
  • A high level of oral and written skills and the ability to produce minutes, reports, briefings and newsletters.
  • Understanding of compliance requirements under the CATSI Act, the role of the Officer of Registrar of Aboriginal Corporations and associated governance requirements for incorporated entites.
  • Sound understanding of the Native Title Act (1993) and its application, including the roles and functions of PBCs.
  • Proficient in the use of Microsoft Office software including Excel and other related software
