Job Description:

A permanent opportunity has become available for the role of Principal Officer Land Tenure and Acquisitions within the Land Acquisition team, Planning and Design, City Projects Office.

In this role you will be required to manage the compulsory acquisition of land, easements and native title rights and interests and the provision of any consequent land tenure service in accordance with the requirements of customers, relevant legislation, Council policies and accepted procedures.

Job Responsibilities:

  • Prepare documentation, including E&C submissions and briefing notes to Civic Cabinet, and general internal and external correspondence, relating to the following:
  • Issuing Notices of Intention to Resume over property.
  • Obtaining Council approval to seek State Government endorsement of resumptions.
  • Exercising temporary occupation rights on behalf of Council under Section 37 of the Acquisition of Land Act 1967.
  • Publication of notices in the Government Gazette for land acquisition and other land tenure notices.
  • Execute documents, and all necessary correspondence relating to any land tenure issue relevant to Council requirements, including easements, road dedications and closures, temporary land occupation, construction occupation licences, native title, etc.
  • Liaise regularly during compulsory property acquisition and land tenure matters with customers, landowners, lawyers, valuers, town planners, surveyors, financial institutions, various State Government Departments, and other affected parties.

Job Requirements:

  • Extensive demonstrated experience and capability in compulsory property acquisition principles and practices, including excellent knowledge and understanding of relevant legislation with particular reference to the Acquisition of Land Act 1967, Sustainable Planning Act 2009, Land Title Act 1994, Native Title Act 1993, Native Title (Queensland) Act 1993 and Transport Infrastructure Act 1994, and the ability to apply these in a public sector environment.
  • Highly developed consultation and negotiation skills with the ability to interact and build effective relationships with officers at all levels within Council, State Government, private sector organisations and private individuals to deliver optimum outcomes.
  • High-level communication skills including preparation of complex reports, briefs, and submissions, and effectively impart technical, complex, and sensitive information to Council’s senior management and the State Government.
